The adoption by the EU of the Data Protection Directive (95/46/EC) marked a pivotal moment in the history of European personal data protection. Two decades later, the fundamental principles around which the Directive was structured continue to be relevant, but the ever-increasing pace of technological change, and globalisation have undoubtedly presented challenges for data protection that the original Directive is ill-equipped to address. The world of the early 21st Century is the world of social networking, apps, cloud computing, location-based services and smart cards. It is almost impossible for individual citizens to go about their daily business, or to buy goods and services without leaving digital footprints. Without effective control over how this information is stored and used, the potential for adverse consequences is obvious.
The main part of this report covers the requirements of Directive 95/46/EC, which have been implemented by Member States in a variety of legislative instruments since the adoption of the Directive in 1995. These are set alongside the General Data Protection Regulation (GDPR) proposals currently under discussion between the Commission, the Council of Ministers and the European Parliament. As a final form of the text of these proposals has not been agreed at the time of writing, this report should be considered as an analysis of the current position, and it may updated later in the project.
The findings presented in this report are intended to provide a greater understanding of the legal
framework as it impacts on cross-border co-operation. This report will be used to inform the other Work Packages within E-ARK as it is essential to ensure the project aligns with EU Directives as implemented by Member States.

- Re-use of Public Sector Information
- Copyright Legislation
In addition to providing analysis and commentary on matters of law, this report also provides some
introductory material, which examines the broad legal context within which modern legislators are
operating.
This report will be of interest to anyone with an interest in the governance or control of publicly available data, both personal and commercial.

D6.1 Faceted Query Interface and API

Deliverable D6.1 provides a technical documentation of the infrastructure supporting the E-ARK Faceted Query Interface and Application Programming Interface (API). It provides a description of the underlying software components utilized for the development of the search functionality of the E-ARK reference implementation and discusses the required interactions to work as an integrated solution. Furthermore, technical documentation of the developed software and system configuration is provided. The document describes also methods to customize the faceted query interface and provides examples for its utilization.
The Deliverable describes the Technical Components, the Conceptual Workflow and Documentation of the various parts of the system.
This Deliverable will be of interest to any person or organisation contemplating the implementation of systems based on E-ARK tools and services.
Feedback is sought on the latest version of a very important database archiving specification: the SIARD file format version 2.0. SIARD stands for Software Independent Archival of Relational Databases, and is an extension of the standard eCH-0165 for the SIARD Format version 1.0. The format was developed by the Swiss Federal Archives, and is a normative description of a file format for the long-term preservation of relational databases. Version 2.0 has been developed jointly by the Swiss Federal Archives, eCH (who promote, develops and approves eGovernment standards in Switzerland) and the EU project E-ARK.
The SIARD format is based on standards including the ISO standards Unicode, XML, and SQL:2008, the URI Internet standard, and the industry standard ZIP. The aim of employing internationally recognised standards is to ensure the long-term preservation of, and access to, the widely used relational database model, as well as easy exchange of database content, independent of proprietary “dump” formats.
This document has been submitted to the Swiss Federal Archives, KOST and E-ARK. It has the force of a standard for its defined area of use in the specified scope of validity.
What’s New in Version 2.0?
Version 1.0 of the SIARD Format was developed in 2007 by the Swiss Federal Archives. It was homologized as standard eCH-0165 in 2013. This version 2.0 is based on version 1.0 and defines a format that is backward-compatible with version 1.0.
The main new features are:
· Upgrade of SQL:1999 support to SQL:2008 support.
· Support for all SQL:2008 types, in particular user-defined data types (UDTs),
· More explicit validation rules for data type definitions using regular expressions,
· Small modification of the definition, showing when to store large objects inline as part of the table XML,
· Support for storing large objects outside of the SIARD file using “file:” URIs ,
· Support for “deflate” as a compression mechanism.
